By managing agency

The Fish and Wildlife Service manages the refuges, the Forest Service the national forests and grasslands, and the Bureau of Land Management its monuments and conservation areas. Wilderness areas are designated by Congress and managed by whichever of the four agencies already held the land, so the Park Service appears here through its wilderness. A wilderness split between two agencies is counted under both.
